The regular meeting of the Laredo Community College Board of Trustees convened on Tuesday, May 20, 2008, beginning at 6:09 p.m. in the De La Garza Building room 101 of the Fort McIntosh Campus.

CALL TO ORDER

 

President Saenz called the meeting to order.  Ms. Mares called the roll and a quorum of the members was present. 

 

 

 

COMMUNICATIONS/  INTRODUCTIONS/ RECOGNITIONS

Mr. Saenz mentioned Dr. Maldonado requested that Item 9 be moved up on the agenda.  Mr. Martinez made a motion to move up Item 9.  The motion was seconded by Ms. Mares; motion carried.   Dr. Maldonado reported the Tennis Team under the direction of coach Jaime Donjuan won the National Junior College Athletic Association 2008 Men’s National Tennis Tournament a fourth consecutive year.  Coach Donjuan acknowledged the members’ accomplishments and introduced the following tennis team members:  Luis Campos, Jose Pablo Arizpe, Maxine Moreau, and George Perez.  The Board and everyone present gave the members a standing ovation.  Mr. Saenz, Board President, congratulated the team members on behalf of the Board.  Dr. Maldonado mentioned to the Board that Coach Donjuan is the youngest coach to win Coach of the Year four times in a row.  Mr. Martinez suggested to Dr. Maldonado to arrange a banquet recognition event to publicly acknowledge their achievements and also provide them with individual trophies as a memento.  Ms. Mares, Board Vice President, noted that they truly exemplify the College’s new slogan, “You’re your Future at Laredo Community College.”  

 

 

 

 

 

 

CANVASS OF MAY 10, 2008 ELECTION

President Saenz requested the results.  Ms. Nora Stewart, Elections Officer and Internal Auditor, read the return sheet certified by the Elections Administrator of Webb County as follows: 

LCC BOARD OF TRUSTEES ELECTION RESULTS of May 10, 2008  

Place 4: Edward “Ed” Sherwood ran unopposed for the unexpired term and won with 5,832 votes;

Place 7: Juanita R. Lira received 3,268 votes or 44.64%; Hilario Cavazos won the election with 4,052 votes or 55.36%;

Place 8: Belinda Guerra ran unopposed and won with 6,079 votes;

Place 9: Carlos Carranco, Jr. won the election with 4,942 votes or 66.61%; Mr. Mario Zaragoza received 2,478 votes or 33.39%

Ms. Mares, Vice President of the Board, canvassed the General Election of May 10, 2008, for the Laredo Community College District during this regular meeting of the Board of Trustees on May 20, 2008.  She certified that the figures on the tally sheet correspond with the figures on the return sheet.  Mr. Martinez indicated that if Ms. Mares made that in the form of a motion he would second it.  Ms. Mares so moved; Mr. Martinez seconded the motion; motion carried.

 

 

STATEMENT OF ELECTED OFFICERS AND ISSUANCE OF CERTIFICATE OF ELECTION

Mr. Saenz asked that each member read and sign the Officer’s Statement.  He then signed the Certificate of Election for each of the following:  Mr. Carlos Carranco, Jr., Ms. Belinda Guerra, Mr. Hilario Cavazos, and Mr. Edward Sherwood. 

OATH OF OFFICE FOR ELECTED BOARD MEMBERS

Judge Danny Valdez administered the Oath of Office for:

Carlos Carranco, Jr. – Place 9

Belinda Guerra – Place 8

Hilario Cavazos – Place 7

 

Judge Raul Vasquez administered the Oath of Office for:

Edward C. Sherwood – Place 4

 

Mr. Saenz congratulated the newly sworn in  members of the Board.

 

MINUTES

Mr. Sherwood moved to approve the minutes of April 24, 2008, as presented.  The motion was seconded by Mr. De La Viña; the motion carried.

FACULTY ASSEMBLY REPORT

Dr. Alfonso Martinez, Faculty Assembly President, reported the committees continue to work on assignments.  He forwarded a student concern to Dr. Maldonado and researched textbook prices as challenged by Mr. Flores on the buy back purchase price and provided the Board with information on the prices.  He indicated the Assembly would continue to work with administration. 

ELECTION OF LAREDO COMMUNITY COLLEGE BOARD PRESIDENT, BOARD VICE PRESIDENT, BOARD SECRETARY, AND COMMITTEE ASSIGNMENTS FOR 2008-2010

President Saenz opened the floor for nominations.  Mr. Martinez nominated Mr. Pete Saenz, Jr., to continue as president.  Mr. Cavazos seconded the motion.  Mr. Martinez moved that nominations cease; Mr. Saenz called for the vote; motion carried.  Mr. Saenz was elected President of the Board.  President Saenz asked for nominations for Vice President.  Mr. Sherwood nominated Ms. Mares for Vice President.  The motion was seconded by Mr. De La Viña.  Mr. Cavazos moved that nominations cease.  Mr. Saenz called for the vote.  Ms. Mares was unanimously elected Vice President of the Board.  President Saenz asked for nominations for Board Secretary.  Ms. Mares nominated Ms. Guerra for Board Secretary.  Mr. Cavazos seconded the motion.  Mr. Carranco moved that nominations cease.  Mr. Saenz called for the vote.  Ms. Guerra was unanimously elected as Board Secretary.   

EXECUTIVE SESSION

Mr. Saenz indicated the Board would go into executive session pursuant to Section 551.074 of the Texas Govt. Code, discussion of personnel matter relating to the employment of a candidate for the Vice President for Instruction and Student Development Position, and Pursuant to Section 551.071 of the Texas Govt. Code, consultation with the District’s attorney to discuss legal matters regarding the employment of a candidate for the Vice President for Instruction and Student Development Position.  At 6:45 p.m. Ms. Mares moved that the Board go into executive session as indicated above.  The motion was seconded by Mr. Carranco; motion carried.  The Board reconvened from executive session at 7:45 p.m.  Mr. Saenz noted no action took place.  

 

Mr. Martinez noted that the committee assignments were not made and suggested that Mr. Saenz discuss and review with Dr. Maldonado the committee assignments and then present them to the Board. 

RATIFICATION OF PRESIDENT’S RECOMMENDATION FOR VICE PRESIDENT FOR INSTRUCTION AND STUDENT DEVELOPMENT POSITION

Dr. Maldonado reported he did not have a recommendation at this time and would extend the search for the VPISD position.
